Responsibilities

Using system performance and billing data, coupled with marketing projections and known network limitations, the candidate will create or use applications that assist National Network Operations (NNO) planning in modeling the future behavior of the network. This person will be responsible creating and managing a suite of tools that collects, manipulates and presents NNO personnel with specific planning details for transport and security functions.

  • Build and operate business analytic tools and develop software to effectively manage application and infrastructure performance, generate executive presentations, and provide near and long-term capacity/demand and budgetary forecasts tied to the NNO Plan of Record.
  • Design and implement processes to extract critical data from applications in geographically dispersed mobile switching centers and data centers.
  • Ensure that data collection procedures capture accurate, complete, and timely datasets. 
  • Processes and reports will adhere to the development lifecycle and will be constantly reviewed and updated to keep pace with the evolving needs of the business.
  • Technical analysis of network forecast and transport elements (routing, switching, optical, load balancing, firewalls and gateways - including virtualized elements) to build an automated process via PHP in support of NNO planning and associated budget. 
  • Develop a web-based front-end to automate planning life-cycle functions by extracting data from existing platforms and databases in order to integrate it with device behavior projections so that accurate capacity planning models can be created.
  • Take initiative to understand technical workflows, device configurations and network designs to gather requirements for automation of all disciplines within Transport Planning.
  • Work with various internal organizations to gather necessary datasets or reports.
  • Lead technical and business discussions to turn highly technical data into a visual process for automation within NNO.
  • Build and maintain custom dashboards for all transport and security elements and their virtual counterparts.
  • Provide network architecture leadership through a highly complex build process to ensure health and performance of all network transport gear within the wireless network.
  • Build API specific interfaces to elements such as controllers, hardware managers and virtual network function elements to extract and process vital performance KPIs in support of planning workflows.
  • Interface with staff and leadership to train on the effective use of the automated workflows, receive feedback and incorporate into future releases.
  • Must be able to maintain web servers, apply software, patches and upgrades as needed.
  • The candidate will be responsible for the timely and regular delivery of the demand capacity, performance and analytic reports.
  • Document the build and troubleshooting process for all automation workflows.
  • Produce status reports on a weekly basis. 
  • Produce presentation material for management on a quarterly basis.
  • Support & assist in updating plan of record (POR) and budget website as needed.
  • Ensure quality & validity of data in reports and workflows.

 

Qualifications

  • Bachelor’s degree in Computer Science, Computer Information Systems or related field.
  • 5+ years of work experience in working with demand capacity & application performance tools.
  • 5+ years of work experience in using SQL to extract information from databases or data warehouses.
  • 5+ years of work experience in using ETL to extract information from servers, routers, switches and other devices.
  • Working knowledge of statistical analysis and strong analytical skills.
  • Experience with technical writing.
  • Experience in using data visualization tools.
  • Experience with a POSIX-type environment such as Unix or Linux.
  • Proficiency in a modern high order programming language such as PHP, Java, Python, Perl or Ruby.
  • Expert level understanding of data warehousing and modeling, and reporting tools.
