Job Description:

~~The Vice President for Finance and Administration Division is seeking a Utility Engineering Technician for the Facilities Management Department.

Established in 1804, OHIO University is the oldest public institution of higher learning in the state of Ohio & the first in the Northwest Territory. Located in the scenic Appalachian foothills, its classic residential campus in Athens, Ohio, is one of the most attractive in the nation.

The purpose of the position is to manage the Ohio Utilities Protection Service (OUPS) Program for Ohio University and provides technical field support for the Facilities Management and Architecture, Design and Construction.

Duties include:

1. Respond to requests to locate and mark utilities. Evaluate available information and develop implementation strategy to map and locate utilities. This will involve research of construction plans, utility drawings, photos, and interpretation of field conditions. Respond to requests from Architects/Engineers to identify and document existing conditions/locations of subsurface utilities. Lines must be accurately marked in a timely manner. Utility related information should be global information system enabled and formatted for compatibility and use of the OHIO University GIS system.

2. Proactively monitor and track construction activities on campus that add, remove, or alter any subsurface utility infrastructure. Develop working relationships with contracting community and key members of the Ohio community to gather data in a timely manner. Independently assess data collection methodologies and needs using various technologies (e.g. GPS surveying), gather data and update utility maps using CADD software.

Proactively identify inconsistencies between the utility maps and field conditions; collect detailed field data that accurately represents existing conditions and update utility distribution maps to reflect location and critical system information (i.e. line size, valve type, depth, etc).

3. Provides technical field support for the Facilities Management Office, Design and Construction, Space Planning, and other departments as requested. Operate survey equipment such as GPS, total station, and levels. Work with student employees and Facilities Management craftsmen to enable “field” updates to utility system data for OHIO’s enterprise GIS system.

4. Organize, manage, and implement the OUPS process as required by ORC Sec. 3781.28. Serve as the University’s representative to the OUPS process for Utility Operators. Satisfy regulatory requirements for University response to notices including timeliness criteria, mandated communications, technical evaluation, and field work where required. Responsible for each notice being handled through closure. Typical number of notices vary day to day. Coordinate with counterpart in City of Athens to share related information on utility systems.

Performs other duties and responsibilities as assigned.

Job Requirements:

• Bachelor’s degree in Construction, Engineering, or GIS Technologies; or equivalent combination of education/experience.

• Minimum of 3 years work experience.

• Valid driver’s license.

• Minimum of 24 hours training on building & managing geodatabases.

• Minimum of 20 hours of GPS survey training.

• Familiarity training related to web and mobile GIS systems.
